Online Harms Bill C-63; Self Amplifying mRNA; Kittens
“The Democracy Fund (TDF) has now reviewed the Bill [C-63 Online Harms]. In our view, it creates a comprehensive system of online speech surveillance, and suppresses public speech through fear of prosecution. If it passes, it will eliminate free speech in Canada.”
For example the actual brief it points out the extensive overlap with existing Criminal Code provisions, but C-63 tends to have language that is broader and less precise than the existing statutes. This is going to cause uncertainty until the courts sort out the new terms which will make it more expensive and uncertain to defend charges …
